This is a rare variant of a Georgian silver strainer or straining spoon. Instead of the usual pierced central bar, this example has half the bowl covered with circular holes to the top. Straining spoons were popular during the late 18th and early 19th centuries for serving gravy or vegetables that required straining. 

This 12" long Old English pattern example was made by the specialist spoonmaker Thomas Northcote and has an engraved crest to the front terminal surmounted in Scottish style by the motto "God Will I Shall" - this is the motto of Clan Menzies. This George III serving spoon remains in fine condition with some scratching from use to the underside of the bowl.
